On January 4, 2004, Michael Gruen was hired as the Manager of the Records Management Section. In this assignment he was responsible for administering the records management system, facilitating public records requests, the preparation of statistical reports, Uniform Crime Reports, and managing the Alarms Office. In July of 2004, Manager Michael Gruen was promoted to the Planning and Research Office functioning as the Executive Officer. In this capacity he is responsible for facilitating Strategic Planning, coordinating data entry for the Active Strategy Software, conducting Staff Inspections, the preparation of Letters to the Commission, Resolutions and other administrative projects as directed by the Assistant Chief and Chief. In addition, Mr. Gruen teaches Critical Incident Management and Incident Command System on a regular basis to command staff, lieutenants and sergeants. During his tenure with Miami Beach Police Department, Mr. Gruen received the civilian of the month award for the month of April 2005. He received this award for developing the “Officer Ready” Patrol Division Field Training Program and Field Training Manual.
Prior to his employment with the Miami Beach Police Department, Mr. Gruen worked for Miami-Dade Police Department (MDPD) for 30 years and retired as a Lieutenant in 2003. In his career with the MDPD, Lieutenant Gruen held various administrative, investigative, and uniform patrol assignments. During his tenure he attended the 157th session of the FBI National Academy and the United States Secret Service Dignitary Protection Seminar. Lieutenant Gruen also attended many law enforcement training courses and is a Florida State Certified Police Instructor. Prior to being hired by the MDPD Lieutenant Gruen earned a Master of Science Degree from Eastern Kentucky University, and Bachelor of Science from Florida State University. While employed with the MDPD he received numerous awards to include the Silver Medal of Valor which led to him being selected as Officer of the Month for October of 2001, a Life Saving Award, four Exceptional Service Awards, one Employee Excellence Award and the State of Colorado Governor’s Citation for the Mary Bryant homicide investigation.
