Mr. Papy joined the City Attorney's Office in 1992. He is Board Certified in Labor & Employment Law by the Florida Bar. His principal areas of practice include employment law, police issues, constitutional law, civil rights, disabilities law, as well as general litigation and appeals in state and federal courts. Mr. Papy has been listed in the South Florida Legal Guide as a top government attorney.
Prior to joining the City Attorney's Office, Mr. Papy was in private practice specializing in employment law and civil rights. He also had been a trial attorney with the U.S. Equal Employment Opportunity Commission.
Mr. Papy also has extensive teaching experience as an adjunct law professor at the University of Miami School of Law, where he has taught courses in Employment Discrimination, Employment Litigation, Agency, and Law & the Media. He has also been a lecturer for organizations including The Florida Bar.
