AFTERACTION

Call to Order - 5:20 P.M.

City Clerk's Note: Memorandum from Jorge M. Gonzalez, City Manager, dated August 30, 2000 to Mayor Kasdin and Members of the City Commission calling for a Special Commission Meeting to be held on August 31, 2000 at 5:00 p.m.

Pursuant to City Charter Section 2.04, "The Mayor or City Manager, may call a special meeting of the Commission upon at least twenty-four (24) hours written notice to each member, served personally, or left at his/her usual place of abode;......".

Due to an inadvertent noticing error concerning the JCC lease ballot question presently scheduled for the September 5, 2000 ballot (precinct 23 was included and should not have been, precinct 25 was omitted yet should have been included), the Administration recommends repealing City Resolution No. 2000-23996 (calling for the subject September 5th Special Election) and, adopting a resolution on this JCC lease issue calling for a Special Election to be held on either Tuesday, October 3, 2000 or Tuesday, November 7, 2000 (to be decided by the City Commission).

RESOLUTION # 1

A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA REPEALING CITY RESOLUTION NUMBERS 2000-23995 AND 2000-23996, AUTHORIZING MIAMI-DADE COUNTY CANVASSING BOARD TO SERVE AS THE CITY'S CANVASSING BOARD FOR ITS SEPTEMBER 5, 2000 SPECIAL ELECTION AND CALLING FOR SAID SEPTEMBER 5, 2000 SPECIAL ELECTION FOR THE PURPOSE OF SUBMITTING TO VOTERS IN SPECIFIED PRECINCTS A QUESTION CONCERNING PROPOSED LEASE AMENDMENT OF CITY PARKLAND PROPERTY TO MIAMI BEACH JEWISH COMMUNITY CENTER, INC; AND CALLING FOR A NOVEMBER 7, 2000 SPECIAL ELECTION TO BE HELD IN PRECINCT NUMBERS 24, 25, 27, 28, 29, 30, 31, AND 32 REGARDING THE SUBJECT JCC LEASE QUESTION.

Administration Recommendation: Adopt the Resolution.

ACTION: Resolution No. 2000-24051 adopted. Motion made by Commissioner Smith; seconded by Commissioner Dermer; Voice vote: 4-0; Absent: Vice-Mayor Liebman, and Commissioners Bower and Garcia. R. Parcher to transmit the resolution to Miami-Dade County Elections.

 

RESOLUTION # 2

A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA AUTHORIZING THE MIAMI-DADE COUNTY CANVASSING BOARD TO SERVE AS CANVASSING BOARD FOR THE SPECIAL ELECTION OF THE CITY OF MIAMI BEACH TO BE HELD ON NOVEMBER 7, 2000.

Administration Recommendation: Adopt the Resolution.

ACTION: Resolution No. 2000-24052 adopted. Motion made by Commissioner Smith; seconded by Commissioner Dermer; Voice vote: 4-0; Absent: Vice-Mayor Liebman, and Commissioners Bower and Garcia. R. Parcher to transmit the resolution to Miami-Dade County Elections.

Jorge Gonzalez, City Manager, stated that the Administration would not require the Jewish Community Center, JCC, to pay for the City's expenses incurred for the September 5, 2000 Special Election, however, the JCC will be responsible for the City's expenses for the November 7, 2000 Special Election.
